METHODOLOGY FOR CALCULATING THE COST


The cost of certification work consists of the cost of processes and procedures required to confirm compliance according to the formula:

CC = EW + VEAS + VEAP + ST + AW + C ic * n + P (1)
EW - expert auditor’s work;
VEAS - visit of an expert auditor for sampling;
VEAP– visit of an expert auditor for analyzing the state of production;
ST - sample testing;
AW - archive work;
C ic- the cost of one inspection within the framework of inspection control of certified products during the validity period of the certificate of conformity;
n - The number of inspections provided for by the inspection control program for certified products during the validity period of the certificate of conformity;
P - Profitability level, %.
The cost of inspection control should not exceed 70% of the cost of certification work in accordance with the formula (1)

Rules for determining the cost of an expert auditor's work

EW = LH * CELH (2)
LH - the number of labor hours required for the expert auditor to complete all procedures (calculated individually for each application);
CELH - the cost of an expert auditor's labor hour is taken as his average salary divided by the number of working days in the current month, calculated individually for each expert auditor.

Rules for determining the cost of sampling work

VEAS = OC + TE + EW + TP (3)
OC - overhead costs, including the cost of travel of the expert auditor, his accommodation, etc.;
TE - travel expenses, including meals and other;
EW - expert auditor’s work;
TP - the cost of an employee’s work when transferring product samples to a testing laboratory.

Rules for determining the cost of conducting research (tests) and measurements

The cost of testing during product certification is determined by accredited testing laboratories based on established standards for material and labor costs and is communicated to the certification body, and is added to the cost of the expert auditor's work, based on the time required for communication with the laboratory, concluding a contract, drawing up applications (orders) for testing, monitoring the movement of samples, obtaining test results, etc.

Rules for determining the cost of production status analysis

VEAP = OC + TE + EW * N e (5)
OC - overhead costs, including the cost of travel of the expert auditor, his accommodation, etc.;
TE - travel expenses, including meals and other;
EW - expert auditor’s work;
N e — the number of enterprises analyzed within the framework of certification of specific products.

The only source of funding for the certification body is the product certification fee charged to applicants.
